Tauren's druidic nature does not allow their spirit to be repossessed into a Forsaken and Gnomes/Dwarves are too small to really be useful as an Undead (ie: once they die and decompose, there isn't going to much left).

There are undead gnomes in Naxx, and Trag Highmountain (wowwiki it) is an undead tauren. The simple reason for not having these playable was to make it simpler to choose a race and also to shorten the list of model Blizz had to create.

Your both right in my opinion, as lorewise, I can see that there would be only small populations of undead tauren, gnomes, and dwarfs for seanfury's reasons, but they CAN and do exist. It only makes sense that we wouldn't see many or any in our lives as adventurers, as the undead we encounter have been deemed useful by the Scourge at some point in their undeath.

There is an undead gnome in Undercity standing infront of the worm type thing that is providing all the green crap for the canals. Go look on the ramp and you'll see him.

If you mean Ganoosh he is a leper gnome not an undead one.
