Emblems to be easier to loot in 3.1
Here's a nice and simple change that recently showed up in the official patch notes on the 3.1 PTR: Now, when someone loots a badge or emblem, everyone in the raid or party will automatically receive their proper emblem. This doesn't apply to people outside the raid instance though, so no twinking your lowbie second account character while they wait outside the instance, sorry. It's a minor change, but still a welcome one, since it's sometimes easy to forget to check the corpse when you're not in charge of loot and would rather be focusing on getting ready for the next pull.
Speaking of nice instancing changes, this is something we've actually reported on before, but now it's officially in the patch notes and everything: Come 3.1, you will get a confirmation box when you're in danger of being saved to an instance so you know what you're getting yourself into. If you click no, you'll be teleported to the nearest graveyard. Hopefully that'll cut down on those annoying instances where one of your group members forgot he already cleared Sarth that week and got you all saved.

Though I even think they may have gone a little overboard simplifying a few things (mainly some flavor parts of professions), I see no reason whatsoever this could be seen as negative. Maybe we now need a 5 minute autopsy mini-game every time we want to loot something, to make sure we deserve our badges we receive from already downing the boss.
Of course, this change does remove the only challenge from Kara's Chess event there ever was.

I clicked through planning on making a sarcastic "wow, they make things even easier, soon we'll just have to click a button to level to 80" but it seems somebody did it before me.

I wouldn't say things got "simpler" so much, rather that they eliminated a few needless annoyances.
I did however get saved to a cleared VoA yesterday (first time :) ), not being an avid raider I would've appreciated the heads up that 3.1 will bring.
TL DR:
1 easy: e.g. reducing all bosses hp by 60%
2 less annoying: e.g. making clams stack

How does this affect raids that "accidently" loot when someone releases after the kill? Will they still be able to pick up their emblem after coming back, be given it outside of the instance, or simply lose out on the emblem?

This is a very good point! as a tank this happens to me all the time where i loot accidentally.

While hardly necessary except on those thrice-damned loot chests, it'll be nice not to have people miss out should they forget. I'm pretty sure I never ran a Heroic Underbog where SOMEONE didn't forget to loot the boss just before the dropoff. I got into the habit of counting the number looted instead of racing off myself, just so we wouldn't have to wait for someone to circle around the whole cleared instance to get back to the hydra's corpse before it disappeared.

Sweet news there, especially with regards to Horseman/Chess chests. So that's one of the frustratingly drawn out things about looting sorted.
Now, who else has had their raid stall for 5 minutes while the lootmaster picked through the massive piles of bat-corpses between Noth and Heigan trying to find the one with the zone-drop epic? How about a decent master looter interface that hides in combat and brings up all the items that raid members have found on corpses the way the roll windows show up when it's on group loot?
Oh, and why can't I set the loot system to do rolls on BoE and masterloot on BoP? When it comes to loot distribution, bind-type is a far more important attribute than "rarity".

Wait.. the other party members simply have to be in the instance at the time when the badge gets looted? Doesn't that mean that it's possible to log out one level 80 alt outside the instance, use your level 80 main to kill the boss, log out the main, log in the alt, join the group, enter instance, and have someone loot the corpse?
Or, even more simply, start to "sell badges" - have your 4 other party members temporarily leave party, /invite the "buyers", have them enter the instance, and loot the corpse.
I might be wrong, but didn't it used to be so that for a party member to get the loot (including badge), he/she had to be present and active when killing the boss as well?
More clarifications, please? :)

# Badges and Emblems looted off of any dungeon bosses by a member of the party or raid will automatically be given to all _eligible_ party or raid members
i think that means you only get the badge/emblem, when you could have looted it in 3.0.9... It only takes the looting part away, you still have to be there in the bossfight.

Yeah, it probably still requires you to be in the boss' aggro table. This seems to be how they handle being able to loot a boss as on some bosses like Arch had issues were you couldn't loot because you'd never end up on the aggro table.

Yesterday, for the first time, I HSed out of Azjol-Nerjub before looting the token from the last boss. A long flight and run later, I had it. But it was, of course, highly annoying (and totally my fault).
A welcome change, especially when the loot is from stupid things like the Four-Horsemen chest.

I'm mainly glad... not because it was just so difficult to loot your badge, but I've missed out on badges that I thought I've looted before by getting the somewhat ridiculous "That object is busy" error.
Paying attention to, and getting rid of stuff like this is what people mean when they say Blizzard games are 'polished'.

Add my name to the list of folks wondering what will happen if someone loots the boss while people are still corpse-running back. I sure hope we can still loot it manually.
