That's exactly what he was talking about. Those poisons will no longer have a flat x% to be applied, a mechanic that favors faster weapons to increase the number of poison applications. Instead, they will be based on a proc-per-minute system that will adjust its chance to apply based on the speed of the weapon, making faster weapons have the same number of poison applications in a given time frame that a slower weapon will.
