Is it an integral part of your attack plan? Hell no! It's a lucky break for you and a screwjob for the rogue. With blizzard taking out random stuns like Blackout and Impact it's clear they don't want that kind of RNG in the game, which is why it's so strange that cloak isn't 100% immunity yet.
