Creating rules to determine wether an item has 'broadly useful bonuses' with the flexibility by certain classes and talent specs (especially with the upcoming dual spec system) will create such complexity and risk of bugs infesting it.
Imagine the uproar on forums etc if the new "intelligent" need/greed looting system denies everyone in the group from rolling on an item, or if someone who would have use of the item isn't able to.
Also, itemlevel is not always tied to superiority, for example would an ilvl 200 trinket always beat out soul preserver in terms of usefulness?
