Re-colored artwork, re-used raids, and an achievement system as easy to make as playing sudoku.

It's not that Blizzard "can't" do all of these things; it's that they "won't" do all of these things. It's all about the money. Sure, they could spend the resources to completely redesign every new piece of gear that's added, never re-skin things, etc etc. However, they choose not to because Blizzard is a business. If the resources required to do something are greater than the potential profit from doing it, of course they're not going to. They choose to do things like re-skin old models because it's cost effective, not because they are "lazy".
