For me, the WF/FT combo only surpasses WF/WF after I had hit level 80 and started gearing up. I went to the "boss level" target dummy and did extensive testing a couple of times, and when FT finally came ahead as the offhand imbue, it was pretty clear -- I saw a good 300+ jump in DPS, which jumped even higher with the Glyphed 2% spell crit you get from having FT on the OH.While I was only leveling from 70 to 80 (my shaman is my main) I'm inclined to believe WF/WF will still be the better combo while leveling, 'cause without gem slots and multi-stat gear you're not going to have enough SP and spell crit to justify the bonus of FT.As for the talent points, I agree with Scott -- Weapon Mastery and Mental Dexterity are worth a lot more than Unleashed Rage as you're leveling. And regarding relics -- you can get a level 80 friend to run you through some TBC heroics to get Stonebreaker's Totem, which is still the best-in-slot aside from the nearly-unattainable PvP totems, or you can do some quests for rare totems. There are a couple decent ones out there that you can use in the low 60s, if you spend some time in Outland. Good luck.
