If that were the case, with Mage Armor up you'd have 150% regen I5SR... so I'm guessing (at least) one of those three effects does not stack. Otherwise you'd regen more mana while casting than while not.

Considering the change to Molten Armor, my guess is that the two regen talents will not stack, but Mage Armor will grant effectively 100%. It's just another reason to go ahead and accept spirit gear as useful, imo.
