What I see in these notes for PvE dps is a 0.5% nerf to your overall damage output. You lose 10% of it from one of your spells, but gain a flat 5% to 2 different spells (5*2=10%), 4.5% to those same spells (Crit/2*2=19%), as well as the removal of the eradication CD (no clue here).
Considering I only have intimate knowledge of spriest, lock, and enhanshaman DPS, I can't say for sure how this will play out among other classes, granted. All I'm saying is that it doesn't seem like as much of a nerf as effectively losing one of your key spells generally would be.
PvP, yeah, both of our classes are still SOL.
