25-man gear should not be better than 10-man gear

I couldn't agree more, I love doing 10man raids, but I have to go wrangle up in a 25man raid for gear and honestly they aren't that much harder, just more annoying. it'd be nice if 10 and 25 man offered the same teir gear, but different achievements
