A few have mentioned this but I wanted to focus on it:
25 man Naxx is not a good example of 25 man raiding. Top guilds have been complaining for months that Naxx is a joke. To come in and say 10s are harder then 25s is just agreeing what with has been known for months. Bliz even admits they made Naxx 25 too easy.
The Hardcore hope is that 25 man content is so difficult trying to pug it would be a nightmare. Granted many people that pug naxx are carried on the shoulders of hardercore players and that can't happen in 10 mans, but that is a flaw in the design of 25 man Naxx, not in the concept of 25 man raids.
If 25 man Uldar is puggable it is not hard enough.
Under those standards the 25 man runs will need the better gear just to progress through the zone. Which is why harder encounters give better gear: To let you succeed at even harder stuff.
