Having the same rewards for both the 10 and the 25 would definitely kill 25 man raiding. On the other hand, 25 man raiding in wrath so far, while fun to me has been a joke. I've run Naxx 25 with a group of 25 people, where 5 people would be doing 700-1000 dps. The instance is so easy compared to previous raids, that a decent group, can carry 5 awful dps and 2 bad healers without a problem in my opinion. Naxx 25, really should have been dubbed Naxx 18. And with that said, giving out better gear for an instance that is clearly easier than the 10 man counterpart - relatively speaking - is not right in my opinion. I doubt this will be fixed anytime soon though.
If the instances start being tuned correctly though, I think the current system works.
As far as the legendary goes, I see no reason that a hard mode 10 man ulduar should not yield some of the pieces of that mace.
Oh... one idea at least for DPS... don't let people who do subpar DPS roll on gear =D. While that is not a built-in game mechanic, a lot of raid leaders on our realm do use that on DPS rolling on gear. Sadly, this is much harder to determine for Healers.
