Agreed, I haven't completed the fishing quests at the enemy, but I decided I would not even fight back if ganked.

If I fight and win, they will just come back "with friends". If I fight and lose, I will probably get camped.

Id I do not fight at all - what fun would that be for them - so goes my theory :).
