I think there's a lot of evidence to support that the Maelstrom will be next on the list of Special Things To Do. The very very old developer map from the original Collector's DVD (http://www.wowwiki.com/Image:Goblin_area_situated_on_the_map.jpg) shows a numerical progression that matches (roughly) with how we've been advancing through a lot of the content. Note on that picture, that Undermine and Naz'jatar (under the Maelstrom) are the last numbers listed. What's interesting to me is the fact that Outland isn't referenced on this map at all, and elements such as the Azuremyst Isles and Quel'Danas are missing. Looking at the history of WoW's development as a whole, it's interesting that Naxxramas was the ultimate content planned in the classic game, and hints heavily at progressing to Northrend to take down the Lich King after defeating Kel'Thuzad. However, the Burning Crusade came out instead, introducing new landmasses that didn't exist and sidetracking us away from Northrend for 10 levels. Anyhow, back to point: the Maelstrom is one of the few places that existing lore deals with that hasn't yet been addressed completely. Queen Azshara and the Naga (with the exception of Vashj's naga working with the Illidari) have operated independently of pretty much everything else for a good chunk of time now. Gilneas, Kul Tiras, Zandalar and the goblin homeland of Undermine are also on this list. It's not a matter of "will we see the Maelstrom in the next expansion?" It's a matter of "What will we see WITH the Maelstrom in the next expansion?" And the big question to ask after we know the locales for the third expansion? "Where the hell do we go NOW?"

However, the numbers for the Undermine and Nazjatar are not following Northrend, therefore this white board drawing clearly indicates that the next expansion will introduce the new continent of Kalimdor (no. 5, following Northrend's no. 4).I wouldn't be surprised if this expansion also included new playable races like Orcs and Trolls, maybe Night Elves, but that may be pushing it.Though I do hope to see the Undermine someday. Horde and Alliance be damned, my sword is for goblins!
