The idea of insurance for server downtime not entirely dubious or unrealistic, but unless that insurance provider is able to verify their customer claim data against Blizzard's servers, it could never work.Like any insurance you'd have to have customers willing to pay a monthly premium for the business model to even be viable - no income means you could never reimburse the people who made claims of downtime...and premiums would have to exceed claims made by subscribers in order to keep the business afloat. Obviously, not every minute of downtime is going to be counted by a subscriber - if you are on vacation and your server is down and you're not trying to play, then you have no effective claim for reimbursement. Something would need to track your logon attempts - and the lack of response from Blizzard's servers. That's the only way this idea could ever work or be financially feasible.

It really was not an "insurance" site towards the end. It was an add revenue site that lured in players to visit and gave away "prizes". It did not get any "premiums" from players.The "insurance" thing was a stupid beginning that did not work.
