It doesn't have to hold true all the while, i mean a random/rare, High End weapon would be nice in a 25 man.
But "hard mode" is just that, so i agree with the items being better.
As someone said, you run the 25's to acquire the gear for a hard 10 man.

Blizzard has stated *several* times that 10 man and 25 man are separate progression paths. And to make it clear for you that don't get what that means, that means that you can "beat the game" on 10 man, without EVER stepping foot into a 25 man.

Granted, you CAN gear up on 25-man Non-Hard before doing 10-man Hard. It's a bit of an odd choice, but it would make the 10-man Hard content significantly easier since you'd be overgeared. An interesting way to try out the Hard mode fights (at the cost of not getting gear upgrades) for a guild that can cut it on Ulduar-25 Non-Hard but not on Ulduar-25 Hard.
