not 100% sure, but I don't think it has anything to do with your Oracle/Frenzyheart standing. I don't think they are non-combat pets as much as they are quest items in the Northrend Children's Week events, but I may be mistaken.

Not sure if you'll need standing with one or the other; I do think there are actual pets involved, since there were two Gorloc & Wolvar items on the list I saw from MMO-Champion. One set clearly were the orphans, the other set was more generic in descriptions of the youngsters which said "pets" to me. It's Children's Week! When you finish taking an orphan around, you get a pet. So for Northrend, it's basically saying you've adopted your orphan, I suppose. At least, I hope that's the case.
After that "rescue the baby murlocs" quest in Borean Tundra, and the "rescue the next generation of wolvar by stealing the pups and killing the parents" in DB, either would make great pets... and with baby murlocs being nigh impossible to attain, a baby gorloc is the next best thing!
