Yes lady luck does play a role in Noble Garden, but it's a small one. Neither of the RNG based achievements (Dressed for the Occasion and Sunday's Finest) are part of the meta, meaning a streak of bad luck isn't going to stop you from getting Long, Strange Trip (Unlike some other holidays...ya, I'm looking at you Love Festival!).
