I guess I have to make it simple so you can understand.
Blizzard's new policy is to make the normal mode of instances hard enough to challege casuals, but not shut them out. Blizzard has in turn provided Hardcore players with an alternative Hard Mode, that will allow Elite players to still be challenged, and provide an elite level of loot that only the Hardcores could access, like this dagger.
I have read many posts from Hardcore players rejecting this compromise. The opinion seems to be that they would rather quit the game than be placated by Hard Modes, which they see as a cheap mechanic, and not a measure of progression.
Since they are leaving the game instead of giving Hard Modes a chance, they will not be able to get weapons like this.
There, I said the same thing in my first post, but hopefully you could follow this one.
