Their government promotes it. Their knock-offs industry is a HUGE source of income. That mentality trickles down throughout their society. I lived there for 2 years. It's a very common thing.

Being a software developer and seeing my (and other) company's products being re-packaged/hex edited and sold by Chinese companies to Chinese consumers, I can tell you what this game will look like - A reverse-engineered, recompiled WoW client with some different graphics, connecting to 2.x-esque WoW servers.
