Many of us realized, the first time through, that efficient leveling precluded meaningful exploration of every zone in the Old World -- and many of us *want* to experience all that the game has to offer. And, too, we *have* learned our tank/healer/DPS role-types through gradual trial and error.Turn it around: is every expansion about raising the level cap? Look at Argent Tournament, which is about 75% character and atmosphere. I'm sure Blizzard designers have asked that question before, surprised at how difficult it is to answer.
