How about this for an idea. 40 Emblems for a BoA token that grants 10 levels. Must be level 20 to use and only works until level 60. This forces players to reach 20, which is your formative levels and to do the last 10, which prepares you for higher end play. The fact that you need emblems enforces that you are playing a level 80 character and spending the time to get the emblems. 40 emblems isn't a ton, but it's not a small investment when you consider it would take 200 emblems to go from 20 to 70 in one go.

The problem here is that the classes themselves don't develop until later. Hunters don't even have a pet until 10. Druids don't get form until 10. Shaman get a major ability at 30, and again at 40. I don't see how starting at 55 means you won't learn your class. At this point, you have almost a full talent tree. You have all your class abilities, and you have a few levels to work things out before outland.They could even put a training quest in, similar to the DK starting area. With things for tanks, dps, and healers. *That* would actually prepare people much more than doing 1 1 1 2 1 1 2 for days until they respec and get the abilities they want to use.
