They have already added more reason for people to go to the south of the map. I'm not sure what else they can do except make the battle happen more frequently. Because it only happens every 2.5 hours, people really flock to it. If it happened every 1.5 hours, there would probably be more people doing it in a given day, but they would be spread out more during that day's battles.

We actually recommended this during the beta, because even then when they announced focused testing, we were getting lag.

Also, I'm not sure about VoA being a cause. I don't know why raiders would go there anyway, it drops pvp gear (resilience). yeah, you can get some emblams, but most raiders are swimming in them already.
