I just don't buy Zahrym's answer. It's not just about the number of people. On Aggramar, we don't see remarkably larger groups of people, but we see ridiculous lag any time the keep is broken into.
The lag is WAY worse than pre 3.1 - ridiculous lag - and alliance has lost at least five matches solely as a result of lag (lag in the last minute of the match or once the relic is exposed, etc.)
The "fixes" in 3.1 only made it worse, so the easiest change would be to put it back to 3.0 state until they can figure it out. The best alternative, I think, is to instance it. Sure, it creates issues, but it's already broken - fix it.
