If they're not even going to consider allowing a certain race in the cutscenes, why bother putting them in the game in the first place?

Nods. I think it’s rather stupid not to include gnomes in the scenes at all, they are part of the Alliance. That’s like saying maybe we shouldn’t put the cows (taurens) into the game, everyone’s seen cows before, how epic could they be?
