One could argue that having Dalaran as a hub of Ulduar activity would make the city even more laggy than before, but they can still do things without going to extremes. A few new NPCs in the Violet Citadel, mercenaries waiting to get their contracts signed by Rhonin, talk among the mage/guards/guides as you said, a surly patron or two in the faction inns (or one looking to cause a ruckus in the Legerdemain Lounge), and such. Also, when you enter Ulduar you see a portal to Dalaran and supplies being shuttled through... but there's nothing in Dalaran showing a portal to Ulduar, nor supplies. So many wasted opportunities.
Outside Ulduar, nothing. Even Bud Nedreck had stuff going on outside Zul'Aman, and that was one of the weakest 'story events' ever attached to a dungeon.
The tournament, too. I like the idea of having some 'big names' compete or spar. Maybe faction leaders won't be there, but you can at least make some new NPCs and give them a bit of story or personality as they spar, and let the sparring matches have some random outcome so it's not always Tirion who wins/loses against Mograine. Get some barkers in the faction cities too. Get some champions there, too! Why wouldn't they walk the streets of their capital city when they're not fighting in the tournament? And the Black Knight... that questline isn't bad, but he supposedly has murdered men in the tournament? Why not show those events? Or have him challenging other contestants?
