I do think it would cause people to revisit those dungeons but I don't think that you would actually see that many people running around with them.
Please keep in mind, I don't think the legendary items should be the absolute best-in-slot item but I think it should last you into the first raids. So for instance, I think Thunderfury should last into 25-man Naxx. After that you should start to see items that are better.
I don't think however that there should be an expiration date on them. I feel that the items are in fact legendary so make them *actually* legendary.
I would love Blizzard to release some numbers on actual legendary items that are in game. I don't think there are nearly as many players running around with Thunderfury for instance once you compare them to the overall population of the game.
