I can definitely say that all of these achievements are doable in good blues with a smattering of badge epics -- that was how my groups did the vast majority of them.

Tier 7+ makes them *easier* -- no question there. You'll have a wider margin for error. But you can absolutely pull all of these achievements off without raid gear. That said, if you don't have any raid gear, things like consumables and a Heroism/Bloodlust become more important.
