I think you're underestimating how big of a deal being unprepared is here. In my opinion, that's the vast majority of the problem here. Even OK decisions can look bad if you just spring them on people with no warning and then tell them to live with it. Especially if the sudden decision is something people might be unhappy with. Valid reasoning looks like an excuse when you apply it retroactively.
Being a raid leader, or any kind of leader, is about more than just making good decisions...it's also about effectively managing the people you're supposed to be leading. The decision the officer here made might have been fine, but the manner in which it was made is a textbook example of leadership fail. The people here arguing the validity of the decision that was made are missing the larger point.
