No, they really, really don't. Read about how warcraftrealms.com does its census before criticizing its number, hm?

In order for a character to be seen on the warcraftrealms census, it has to have been online while someone with the client was actively taking a census. (Where census here is just an assload of systemized /who queries.) If the census client hasn't seen a particular character in a month or more, it removes that character from the list. Thus, "that char you made but just never played" is not on this list.

Also, the site allows you to filter results. These are limited to level 80 results, as you can see from the caption. Thus, "toons that people make as bank alts" are not on this list.

Bot accounts, gold farmer accounts? I'll give you those, but only the ones that are at level 80 and currently active. :)
