I think there's 2 main reasons:
1. PvP - Druids were the absolute best healer for all of BC arena seasons. Many players probably decided to make one assuming they would be good at PvP in Wrath as well. Feral wasn't great, but Moonkin was okay for PvP too.
2. Dual specs - with the announcement of dual specs for Wrath, many people decided to switch mains to a hybrid that can most take advantage of the feature.
This doesn't explain why shaman are so low because they weren't too bad in BC PvP. My guess is the whole totems thing is confusing to people thinking about making one as an alt. Totems are kind of clunky when soloing and PvP where you move a lot. Blizzard hasn't listened to my suggestion of a totem sequencer that lets you put out 4 weak totems instantly.
