Another alternative to Quartz is IceHUD. It also takes into account lag time when casting spells, but also provides a full HUD for your stats (Health & Mana/Rage/Runes, Target Health/Mana, Target's spell, etc). In the beginning, I was using both, but I found Quartz's single cast-only bar somewhat pointless when my IceHUD was doing the exact same thing, though with more stats.
So in a nutshell, if you're already using a HUD, or you want to display additional stats about yourself and your target, IceHUD (or other HUDs) may be a good alternative.

I run IceHud with MikScrollingBattleText (with the scrolling text on the sides of the IceHud.) It's a very neat setup that lets me see all incoming and outgoing damage/heals as well as health/mana/casting statuses.

That's exactly what I use too! I love the scrolling text, in conjunction with IceHUD. That way, I get all my info without having to look away from the battle.

Any chance you could post a screen shot of your icehud/mkst addons in use?

Sure! This was taken about a month ago. I've made a few changes since then, but those were only getting rid of SpartanUI (temporarily, until 3.1 fixes). IceHUD & MSBT are still the same.

Same image, but cluttered with labels for the different addons:
