Armor Penetration to be capped at 100%
I'll admit it: Armor Penetration has always confused me. I understand it moderately well - it makes your attacks act as if your opponent had less armor. The conversions from numbers to percentages, and the corresponding DPS increase, can be found at various places on the internet. But due to the fact that armor doesn't scale linearly, neither does ArP: going from 50% to 51% ArP helps you much more than going from 10% to 11%. This makes it pretty hard for me to get a good feel for.
As a consequence of the non-linear nature of ArP, getting very high amounts of it can lead to insanely boosted damage - as an unattainable example, I'm told that 300% ArP would mean thousands of times more damage. To keep ArP from getting out of control, then, Ghostcrawler has announced that they plan on capping ArP at 100%, meaning armor could no longer go negative (which it can now).
This was made with an eye towards future tiers; at the moment, it's impossible to get to 100% unless you have very specific gear and two trinkets proc at the same time. So this should have very little impact, if any, on current DPS. However, we may see a day in Icecrown when ArP, like Hit, is a completely worthless stat after you have enough of it. This strikes me as an awkward situation, but short of removing the stat entirely (which, sadly, I don't think they're going to do), I can't see a much better solution.

I'll just nitpick and point out:
The benefits of armor are actually linear, even though the ingame tooltips and % reduction may seem less pronounced the more you stack. Adding 500 armor when you were level 1 and 500 armor now has the same effect with respect to time to live for a tank :)

This brings ArP in line with Spell Penetration, which was capped to bring resistences to 0 way back in vanilla. Originally it was possible for Curse of the Elements to bring resistences negative, which led to all kinds of crazy numbers.

I've been told that, as a paladin, armor penetration is a nearly useless stat because a good deal of our damage already penetrates armor. Is this still true?

On a point by point comparison with other stats (strength, etc), it is still fairly "meh" as far as I know.

Ah I read the forum post this was based off of (you might want to link that Eliah, http://forums.worldofwarcraft.com/thread.html?topicId=7015172266&sid=1)
Some people managed to attain these kinds of ArP levels using trinkets and gear, although not the kinds of numbers we could get in a month with ulduar epics.

To me the post sounded like:
"Nobody's dps will go down currently because of this nerf, and it shouldn't affect you until a long long time in the future
This change is merely to prevent scenarios where armor might go under zero under strange conditions"
Basically it's not really attainable (kinda like getting enough haste to the point where your at the 1sec GCD.) Actually, i see it as the same deal. AFAIK haste couldn't ever go below a 1 sec GCD, but if it could, then they change it early on, it would have been a simmilar change.
Anyways, long post, simple conclusion. It's no big deal.

This does affect classes in the current tier, not sure of all of them but as a rogue this is completely changing BiS and gemming in regards to combat, especially anyone running combat maces. With 2 Armor Pen procs you can easily get over 100%.

Also, below 0% armor is definitely attainable in their teir.
