I think its not so much a matter of planning ahead, but rather using assets that are there. To make the color variations probably takes them a grand total of 10 minutes in Photoshop. It wouldnt make sense for them to spend so much time on the mesh/animation of something like that without putting as many textures in there to reuse it for future things.
I think quite a few things in the game have multiple colors/textures and aren't used. They're there 'just in case'.
