The main reason I don't think this will happen is because Blizz would want to have the two of them as two separate bosses in ICC. Also, Bolvar's body was burned by the Red Dragonflight, so what Arthas got is probably only Bolvar's soul.

They also don't want to have the Alliance and Horde get all close again. They are purposefully thrumming up tensions in Wrath because the whole "The other faction isn't the bad guys; the Legion/Arthas is" thing has gotten them too close together.
