I'd agree with you but some people like to do more than just raid all the time. New 5 mans and daily quests can keep people entertained while they aren't raiding.

Personally speaking, my guild has a lot more Ulduar to do (especially nailing hardmodes down) but when i'm not raiding, i go back to leveling an alt because i've done almost everything else there is to do at 80. (Reputations -done, Argent tournament champion with every faction done ect...)
