Combat Rogues sort of have an "execute range", the talent Prey on the Weak, but it depends on their health relative to the boss's health rather than a flat 20%. As long as the boss has a lower percentage of health than the Rogue does, the Rogue gets 20% increased damage when all five talent points are taken.
