I'm gonna go with: they thought it would make sense if your hair color matched when you changed forms, rather than turning from white to brown or something like that. I think it's well-implemented and can be easily changed at the barber.
An idea like you describe is probably the only way they'll ever implement form armor though. I doubt they'll want to build extra versions of every piece of armor for cat/bear/etc. I think it would be cool if they made some models just for those forms (for each slot obviously) and just assigned a certain model to correspond with each piece of gear. Nothing too complex, just like a chest harness with a spiked back plate or something. It would be like the Season gear progressively gets more complex.
