"A question about the speculation on the next expansion; everyone thinks it will be either The Maelstrom or The Emerald Dream. How will we quest in The Maelstrom? Are we going to swim around all the time?"
We don't know. There was some aquatic mount rumblings when patch 3.1 was on the PTR, however that was mainly for the turtle mount you can get via fishing. It's completely possible there will be more underwater activities if the next expansion is The Maelstrom, as it would certainly fit the lore.
And if the next expansion is the Emerald Dream, I fully expect to be able to jump on a horned Night Elf and ride him around like a Caribou.

The servers are a gigantic group of computers working together with one another. Think of the tens of thousands of people who connect to a server every day. In the perfect world there'd need to be no restarts or maintenance on the servers, but the world is far from perfect. With that kind of load things fail and become worn out, needing to be replaced.
A lot of people say "Blizzard is making billions of dollars a year, why can't they get their servers to work?" Well, that's true. But those people who say that need to remember that no one else in the world is running an operation like Blizzard is. Google and Microsoft have things that are close, but search technology presents significantly different requirements on their servers than a constant input and output of game information to tens of thousands of players at once.
Blizzard uses maintenance time to refine their servers, replace hardware, make things work smoothly, and do other things that would otherwise hamper performance and stability if the realms were live. Web servers are commonly taken offline for maintenance, but you rarely ever notice it because other servers are there to jump right in. However with dynamic and ever changing game data on a truly massive scale, things like that are not always possible.
I also think there is a good and necessary psychological component to having the servers be offline; it forces people who would otherwise play non-stop to get out and have look at the real world. We all know people like that. Ensuring an interruption in their play schedule is a good thing.

"Should I gem to get the socket bonus?"
That depends on many factors. First and foremost there are one or two key stats that you want to focus on and get them to a minimum level. So gem for those stats until the minimum levels are reached. If you can be creative and get the socket bonus, great. If not, don't worry about it at all.
When you're at the minimum levels for key and critical stats, like hit or defense, then you can start to take a look at the socket bonus and compare and contrast what your overall stats would be like with and without the socket bonus in place. An example: your socket bonus gives you 100 more DPS when the gem you put in only gives you 50 more DPS. If you put in an off-color gem into the socket, you get 140 DPS but no socket bonus. The best option in that case is to put in the 50 DPS gem and get the 100 DPS socket bonus, because 150 DPS > 140 DPS. This is just an example, but it's the kind of calculations you'll need to make if you want your gear to be 100%. Most people do not achieve this level of gearing and just go for the maxing gem strategy where they use whatever gem will give them the most DPS / critical stat off the bat each time (ie: Warriors always stack stam gems).

In a article from a few months back, the was a picture that someone had posted of a drawing sitting on a table in one of the side rooms of the Scarlet Crusade section of Stratholme. The picture clearly showed Eastern Kingdoms, Kalimdor, Northrend, the Maelstrom.....AND a yet undiscovered island south of the Maelstrom, slightly smaller than Northrend.

Ever since I started playing, doing things underwater and fighting Naga (not sure why) have been two of my favorite activities -- needless to say, I look forward to the Maelstrom expac with bated breath.
I think we'll see Gilneas, Broken Isles, the Goblin city as our new base of operations, Goblins as a playable race, a Troll starting area (and maybe the Gnomes will get one too to balance things out), lots of pirates, ship to ship combat, more underwater mounts, and plenty of deep-sea caverns and "bubble zones" as mentioned earlier (course, the Horde and Alliance are going to have to develop some more techniques to allow breathing underwater).
Here's an idea. The Naga in Outlands were stealing water for some unknown purpose: I read somewhere that they were also melting glaciers in Northrend. Maybe instead of raising islands to the surface (as someone posted here) they are trying to flood all of Azeroth. Wouldn't it be cool if (somewhat like the zombie plague that hit pre-WoTLK) floodwaters began rising prior to the release of Maelstrom, slowly making all low-lying areas along the coast underwater zones. What is you could swim through Undercity?

I think when GC said we shouldn't expect a new hero class with each expansion I think he also meant don't expect a new race either. 10 classes with 5 races in each faction is fine. They gave us Draenei and Bloodelves for pretty good reasons: to fill out the lore of Outland and fill in the need to make the 2 sides more class balanced. DK's were to put in place to fill in the need for tanks on most servers, which is probably the reason they allowed them to be any race aside from the ease of explaining their lore. I don't think we'll see goblins as a playable, they're vanilla's Tuskarr, they'll stay neutral yet skewed towards the Horde.
Besides, honestly, they're having a hard enough time balancing the game with what we've got now.
Otherwise I think your right paragorillabear. We'll probably see the Greymane wall open and let people into Gilneas, We'll probably have the Broken Isles, lots of Naga and underwater stuff to do, Pirates, More Water mounts (which I think our new friend the sea turtle was put in to test). I think they'll use Undermine in someway as a city for both factions much like Shatt and Dalaran, but I think they may move its location (its supposed to be in the south sea).
I also want to agree with another previous poster about the fact that we might see the Emerald Dream with the Maelstrom. These places do have very limited lore, but at the same time their lore also sort of interconnected (both having to do with NE's). Putting 2 zones about equal in size yet separated from each other in both location and in content would be refreshing. Blizzard sort of did that with the 2 wrath starting areas, yet connected them to the greater whole of Northrend, and doing it with whole pieces of content seems to be in league with their usual intuitive leaps. I wouldn't doubt It would be good for server load to give people that kind of choice, just like I wouldn't doubt Blizzards ability to spin the reasons for the happenings in the Maelstrom with those of the Emerald Dream (Queen Azshara is an old enemy of Malfurion, she's tried to summon the legion in the past which could be the cause of the nightmare ect.) Also Blizzard, undoubtedly, still holding onto all the game areas they created (and supposedly had completed) when they originally wanted to do the Emerald Dream as their first expansion. Data, and already started storyline, which they've had placed on the back burner now for form 3+years.

Do you think that Blizzard will take the soulbinding aspect off of either Vyrkul Bones or the Fate Runes they are exchanged for in a future patch?

Storm Peaks has a similar exchange system (Relics of Ulduar for alcoholic buff-drinks -- http://www.wowhead.com/?item=42780#currency-for ) but the drinks don't work in Ulduar proper.
I suspect the fate runes will have the same, ahem, fate. So the soulbinding aspect wouldn't be necessary to remove.
Devs don't want the hardest of the hardcore to HAVE to farm these items, just like they took away weapon oils and multiple elixirs/flasks. So we probably won't use them in Icecrown, which would be the main reason to be able to buy/sell/trade them.
In short: doubtful.

Most of what Adam said is true but there is a few things to take into consideration. To give you some background on myself I have been in IT for 10+ years so I know a thing or two about how high availability server clusters work. Server up-time boils down to how much are you willing to spend. The up-time of a server is directly connected to the amount of money you have spent and are going to spend with maintenance/upgrades. Take an average server for example. the up-time may be 90%-95% all year. At first your like "Ahh yeah that is some serious up-time!" but when you break it down that is 37-18 of down time. That is a serious chunk of downtime for ANY company. How do you shorten that downtime? By buying better and robust systems and higher skilled engineers. Tens of thousands of dollars are lost by the hour when systems are down. This is why companies, like Blizzard, NEED to buy really robust systems and hire very very skilled and well paid engineers.
Some people say "Blizzard is making billions of dollars a year, why can't they get their servers to work?". Again this boils down to how much are you willing to spend. Blizzard, like any company, wants to turn a profit. In meetings managers always look at cost. The less they have to spend the happier they are and faster their projects move forward. But a lot of times the total cost of ownership is much higher in the long run and most managers don't consider this factor. All they see is the high dollar amount and gravitate how they can "make this work" as cheaply as possible out of the gate.
I know what your thinking "Geez Naix how can Blizzard improve their up-time then?". Well friend I'll tell you what I would do. I would buy the 3 of the fastest EMC SAN I could find. Next get 3 of the fastest IBM rack servers (aka pizza boxes) and load them up with plenty of fiber nics, ram, and multi cpus. Next I would buy the fastest cisco fiber switches and throw in a few APC backup power units. Finally I would have hire EMC, IBM, and Cisco, engineers to come out and setup their equipment Finally I would also have vmware engineers setup the OSs/database software loaded on the SAN while the IBM servers would read the OSs with wow databases. The cost of something like this would be about $700,000, but in return you would have 100% up-time.
"How do I know it would have 100% up-time?" you ask. Well let me tell you.
One word...Redundancy. Each SAN will be copying server data file to each other, 1 VMware server will be reading the OS and wow DB files, 2 other VMware servers will be waiting to jump in if something happens. In this case you can take down any server, even the live ones, for maintenance and the game will not skip a beat. With VMware, and this setup, we have taken down 3 vmware servers with 3 database servers and over 10,000 connections and the other vmware servers picked up the slack without missing a beat. In fact we did not miss a ping while pinging the servers and running a qurry. In that downtime we replaced those 3 servers with ones twice as fast, brought them backup, and reconnected to all the data sources. All during business hours and not a single user was the wiser what we had done.
Could Blizzard afford this setup? Heck they they could.
Is it worth it to Blizzard to run this setup per server? No
So it all really boils down to. How much is your up time worth to you?

Actually, if you dive into the water and take a closer look, you'll realize that it is not, in fact, a skeleton, but merely different colored sand that loooks remarkably like a giant skeleton from the air when obscured by the water.
