This isn't true. I assume it takes more time to get a group then in the past, but I can proudly say that with my level 52 main, I've done every single instance in the game so far with a level appropriate group, even Maraudon (or at least appropriate enough...let's just say I haven't been "run" through any of them). Next up, Sunken Temple!

It can be done...it just requires a bit more planning ahead.

Pre-emptive edit: Ok...I lied slightly...I didn't do Ragefire Chasm until recently. ;)
