Yes, this change was needed for PvP, blizz had finally hammered out the last big issue with ret paladins. Immediately taking 20% of a person's stam in the first milisecond you attack them has always been OP. Sometimes I wonder what Blizz was thinking in the first place when they designed the talent. "Okay so...20% of the target's stam is simply gone causing a target to lose a large chuck of health without the paladin really doing anything? Sounds good to me."
That's the major problem with Vindication. Even if you somehow dispell it (which is kinda hard to do with every single attack a paladin does reapplying the damn thing) you've already lost that HP. Your stam will go back up, but it's not like you'll regain the HP you lost by losing your stam in the first place.
For me, when a paladin hits me and applys Vindication I immediately lose around 3k health. He didn't press a button...it just happens. This is why Blizz nerfed Retribution Aura and Eye for an Eye, they don't like reactive abilities that don't even require a button press doing so much damage, and I wholeheartedly agree with them.
That said, it is becoming quite hilarious how every change Blizz makes to pallies has to come in a hotfix...

A much less mentioned thing is that makes this less of a nerf and more of a "wtf". The health penalty is applied after an attack is made, but doesn't stack. So if someone lands an attack that does 7% damage and 13% of your health is taken away (since, again, total health is not Stamina, lest you're running around without buffs), you only lose the total of 13% health. Any paladin who's been using it alot, or any player who's had it affect them, l should know that.
With that in mind, you should also note that tiny damaging effects such as E4E and Hand of Reckoning haven't applied Vindication in 2 x.1 patches, making the target immune instead.
So us god-forsaken Ret paladins' real question are "Why, that makes the talent do almost nothing now."
