Although the use of both dampen and amplify magic is situational at best, the situations where they are used is noticeably effective. It annoys me when people say "it decreases damage and healing by the same amount what's the point?". That's assuming there is one damage spell incoming for every heal outgoing. For incoming damaging spells that are cast with multiple "missiles", dampen magic is great! There are also plenty of boss fights where most damage taken is physical with the odd damaging spell cast. This is where amplify magic would benefit because there are more heals dealt than damaging spells cast.
What's worse, is that although I can see the many applications of these buffs, I don't bother using them because it's too tiring arguing with guildies and pugs about it.
