Amplify Magic and Dampen Magic should be debuffs we cast on targets. Amplify would increase the spell damage the target takes and Dampen would reduce the healing they get. If Blizz did that, Mages would actually have a chance in PVP and more utility in PVE. Make the talents for the debuffs a greater chance to resist dispelling and you have a great way to buff mages without making them OP. But that makes too much sense, so Blizz will never do it.
