Anybody who says Unending Breath sucks has not solo-leveled a Warlock recently. I can't tell you how many times it's come in handy for underwater quests on my 'Lock--I hate having to keep an eye on my Breath bar and come up for more every few minutes. Sure, it doesn't do anything for endgame raiding or PvP, but you have to MAKE IT to 80 before you can do either of those things.
Oh, and even in PvP, it's one more buff to dispell instead of something you actually want to keep on your character--one WITHOUT any negative effects for you.

I solo'd a lock from 1-80 recently and used that spell exactly twice, and one of those times was when I got flagged from doing the quest in WPL where you defile Uther's tomb, I used it to hide in the lake nearby when a couple of Ally DKs turned up. The other time was running Blackfathom Deeps at like level 20.
The fact is, any kind of water breathing buff was rendered virtually useless in that patch a while back that majorly slowed down the breath bar. Before that, I could see the use for it.
