I'm with you on amplify magic. It never seems useful, unless dropping it on a tank when you know he won't take a good deal of magic damage. Decrease the penalties, or increase the benefits. We have too many spells with downsides.
... like polymorph. Why does it still heal? We just aoe trash mobs anymore, I use it more in PVP than anything else, at least don't let it heal my opponents .. and talents like playing with fire. Because we all know the one thing that a fire mage needs is to take 3% more damage, amiright?
My suggestions for the other two...
Mana shield pretty much sucks. It doesn't negate all that much damage, and using it just prolongs death, since you won't have the mana to do anything. Just remove the self mana drain. Frost is the most mana efficient, and can use a better shield that doesn't drain said mana. Even with that, ice barrier is still far superior in the amount of damage it can absorb.
While we are at it... why not give fire its own type of shield? Fire needs more surviablility than any other spec, and is the only spec without it's own shield (mana shield is an arcane spell). Keeping with the spec, it could possibly do a bit of damage to an attacker as well?
As far as Arcane Fortitude goes, make it a percentage increase in stamina. This would really help out arcane and fire a bit in PVP (would just need to watch frost PVP going for Imp CS). Also, if they are going to keep it at 3 friggn' points in a bloated tree... at least move it to the first tier so I only have to waste 2 points instead of 5 going into the arcane tree from a fire or frost spec. Hell, change arcane stability while you are at it... since pushback changes it is almost useless anyway... but for 5 points?! You could pretty much remove it from the tree or combine it with something else Or at least combine arcane shielding and magic absorption somehow.
Oh! Why did you leave out invisibility? It is just plain awkward. Without the talents for it, it is hard to utilize... let alone the fact that you have no clue what is going on around you for the duration. If I am using it to drop aggro in PVE... 1) Typically the mob hits me before I am "fully invisible." 2) It does not wipe my threat, and I have no idea when is a good time to drop the buff, let alone what else is going on where I decide to pop back in at. At least make iceblock a threat wipe, like a hunter's feign death but on a longer CD. We don't have a ton of problems with aggro on the whole, but when we get it we die quick.
