I'm gunna go out on a limb here and say there isn't enough burst in arena (with retribution paladins being the exception to the rule).
The reason I'm saying this is because to obtain a high amount of burst certain DPS classes have to give up a high amount of survival. That rogue that beat you down in 2.2 secs did so because he's probably got about 300 resil on him total and could likewise be beat down in 2.2 secs. So yes DPS can burst, but at the high cost of survivability, meaning if they screw up at all they're going to be the ones bursted down.
Then we have healers...their heals are good enough as is, and they never find themselves struggling to heal their targets. They don't socket +SP or +Int or anything like that, they're basically free to socket pure resil and stamina and call it a day.
In short...heals are too good in arenas atm. DPS must itemize completely towards DPS, while healers are free to itemize more defensively. I see this as a problem if GC ever wants double dps teams to be as viable as DPS/heals comps. If you want more strategic matches make socketing resil and wearing pvp gear more worthwhile for DPS classes the way it is for healers.
