From what I've read, it would take years to remake the eastern kingdoms and kalimdor flying mount friendly. Basically it's not feasible for blizzard's bottom line.

If you look at mapwow.com you'll see there are a bunch of spots between zones that haven't been developed. Also a lot of the coastlines are bare in areas players don't go to. It would take a really long to fill in those spaces with the quality Blizzard likes to release.
It'll also be a nightmare for the low levels in the contested areas on a PvP server.

I tried replying earlier, screwed up and just posted later in the thread:
I understand the technical reasons why we can't fly in Azeroth. What I'm asking is if there is an in-game reason. The mount dealer isn't going to tell me, "But don't go flying in Azeroth, because that content wasn't designed with flying mounts in mind."

No there is no in-game reason. Just accept it as a game mechanic that's not going to change soon, if ever.
