Slog, I'm going to come right out an say that the first 60 levels are boring. Each level takes so little time individually, and each instance has such a narrow window in which the gear is worthwhile that the first 60 levels are played almost entirely solo, often with a dozen levels at a time passing before you even SEE another player (and really, rather than spending six hours trying to find a fourth person for your five man instances, it's just easier to find one level 80 friend to run you through in 10 minutes).
Moreover, on the third, fourth, TENTH time through the content the quest text and lore fails to be any sort of draw whatsoever.
None of that is the fault of the player, and it's completely justified for people to dislike leveling mindlessly in solitary for hours on end. It's tedious, and it doesn't reflect how the actual game is played. Grinding level 8 troggs doesn't make my 2v2 arena team stronger, it doesn't prepare me to face the more complex actions of Kel'Thuzad, and it doesn't even make me money.
ON THE OTHER HAND, if I spend only 25 levels, I have plenty of time to learn all the skills and abilities, but don't have to spend hours slogging through empty areas on lame quests. I can quickly play this multiplayer game with actual real people, and can provide the class/spec that my guild has been looking for in a reasonable manner.
