It sounds to me that if you turn xp gain off, you can't do the daily PvP or BG specific quests to gain extra honor (and thus, xp). They could write an article about it, but it would be merely speculation since the only data we have is from the patch notes listed above.

I suppose that makes sense. It seems, then, this is really just a way to sort of screw with the battleground twink game. Right?

Perhaps I'm reading more into the shut-off-experience-gain mechanic than I need to. Seems like a feature with utility even outside of battlegrounds.
