Blizzard does a pretty good job of balancing immersion vs. utility, and I think this is one of those cases where a feature's usefulness warrants breaking some of the game's immersion. Immersion makes an MMO fun, but so does being able to play your characters with your friends. An epic quest chain that allows you to maintain your race across factions...I'm not sure about that. They can make it more epic and longer than any existing quest chain that currently exists, and you'll still have an enormous amount of people go through the process. They could only keep the number low through two methods: arbitrary, hard caps on the amount of people who could complete the chain every few months or so; or make it so tedious, like The Insane title, that only a handful of people can stand to finish it. Neither way sounds very fair or fun. (Not to mention PvP servers.)
